Tia Plunkett-McQueen, MA, SHRM-CP, PHR, joined National Housing Compliance (NHC) in 2026 as the Vice President of Human Resources.
Ms. Plunkett-McQueen is a strategic human capital executive with extensive expertise in workforce planning, organizational design, and the development of comprehensive compensation and benefits strategies that drive organizational performance and long-term sustainability. In her current role at NHC, she provides executive leadership in aligning talent strategy, organizational effectiveness, and human capital infrastructure to support the organization’s national mission and continued growth.
Before joining NHC, Ms. Plunkett-McQueen served as Senior Executive & Director, Human Resources at the National League of Cities (NLC), a membership advocacy organization representing more than 2,800 cities, towns, and villages across the United States. In this role, her leadership supported organizational restructuring, enhanced operational efficiency, and ensured competitive, equitable total rewards aligned with organizational priorities.
Throughout her career, Ms. Plunkett-McQueen served as a trusted human capital consultant to executive leadership and boards in the non-profit sector, to national organizations including the National League of Women Voters (NLWV), Volunteers of America, the National Business Aviation Association (NBAA), and Global Rights, Inc., advising on organizational transformation, compensation strategy, and workforce optimization.
Ms. Plunkett-McQueen holds a Bachelor of Science in Management from the University of Maryland and a Master of Arts in Human Resources from Webster University. She is a certified HR professional (SHRM-CP, PHR) and is pursuing a Doctorate in Organizational Development and Leadership. A committed civic leader, Ms. Plunkett-McQueen is a sustainer member of the Junior League of Washington and was previously active as Vice President, Elect for Internal Operations for the Junior League of Atlanta, a strong advocate for initiatives advancing the well-being of women, children, and families.
