National Housing Compliance (NHC) is a 501c (4) not-for-profit corporation headquartered in Atlanta, Georgia with a regional presence in Chicago, Illinois.

We provide professional training and compliance services to the affordable housing industry throughout the nation as well as serve as the performance-based contract administrator (PBCA) for the U.S. Department of Housing & Urban Development in the states of Georgia and Illinois.

Essential Information

The Operating Cost Adjustment Factors (OCAF)

The Operating Cost Adjustment Factors (OCAF) for 2023 were published in the November 15, 2022 Federal Register. These factors are used for adjusting or establishing Section 8 rents under the Multifamily Assisted Housing Reform and Affordability Act of 1997 (MAHRA), as amended, for projects assisted with Section 8 Housing Assistance Payments.  The factors are effective February 11, 2023 and can be found here.
