Chief Asset Management Officer

As Chief Asset Management Officer, Carlita Alegria is charged with the strategic oversight and operational performance of NHC’s HUD PBCA programs. 

Throughout her more than 25-year career, Carlita has led large-scale PBCA and affordable housing compliance operations across multiple states, including Washington, Nebraska, and Utah, and supported interim PBCA engagements for organizations including the Hawaii Public Housing Authority, Los Angeles LOMOD Corporation, and National Housing Compliance.  

A strategic thinker, Carlita understands how the people, processes, and systems that underpin complex affordable housing operations must work together to drive performance, compliance, and service excellence.  

Prior to joining NHC, Carlita spent over two decades with the Bremerton Housing Authority. She held progressively responsible leadership roles beginning in 2004, when she was part of the Bremerton Housing Authority’s initial business development and operational ramp-up team for HUD’s PBCA for seven states in addition to Southern California. She eventually rose to an executive leadership role, in which she oversaw the contract management services division with broad oversight of PBCA operations and affordable housing compliance services across multiple states. 

Carlita has been recognized for navigating complex operational and organizational challenges through creative, solutions-oriented leadership and continuous improvement. She excels in building productive stakeholder relationships and driving organizational advancement through strategic partnerships, workforce optimization, business development, legislative affairs, and congressional outreach. 

Carlita holds an MBA and a BS in business management from Western Governors University, as well as an associate degree of arts and sciences in business administration from Olympic College.  

She was a member of Washington State’s only Hawaiian Pa’u group of female equestrian riders, representing the Hawaiian Island Princesses – Colors of Hawai’i Kau Lio Pa’u Riders.
