Tammy Fotinos, the Director of Business Development at National Housing Compliance, collaborates with the executive team to lead and oversee various strategic programs and initiatives that drive growth and innovation within the organization.

Tammy has a track record of success in advancing excellence in affordable housing through strategic leadership, process optimization, and impactful consulting engagements.

Prior to joining NHC, Tammy oversaw a portfolio of 850+ project-based Section 8 contracts as Director of Contracts for Southwest Housing Compliance Corporation and Blueprint Housing Solutions. During her tenure at these organizations, which are subsidiaries of the Housing Authority of the City of Austin (HACA), she held progressively responsible roles including Senior Financial Analyst and Director of Housing Assistance Payments. Additionally, Tammy was instrumental in transforming HACA into one of the nation’s most respected Project-Based Contract Administration (PBCA) programs.

Beyond her leadership in program operations, Tammy led consulting initiatives for PBRA clients across 25 states, delivering innovative solutions and maintaining a significant annual billing portfolio.

An accomplished speaker, Tammy regularly presents at NAHMA, SAHMA, LeadingAge and other industry events on topics that include budget-based rental adjustments, rent comparability studies, and utility allowance analyses. She also has provided training and technical support to HUD Multifamily staff, as well as owners and agents across the country.

Tammy is a Certified Occupancy Specialist and Certified Specialist-Public Housing Manager. She earned her BA in Political Science from Whittier College.
